Windows 11 trouble on new pc

Trying to install windows 11 on my first built PC but ran into a issue. After setting up where to download windows 11 it proceeds to say windows will restart your PC but it doesn't. My PC stays on and my monitor just states no signal and goes black. I've tried restarting the PC and replugging the monitor HDMI several times. Not sure what else to do, checked all the PC components to make sure they were all slotted as well.
