Has anyone gotten Radioactive Strength from a perk pack?

I've been working on collecting all the animated perk cards, and i'm down to a single card now. i have opened literally thousands of packs at this point, and i've never, ever seen radioactive strength drop from a pack. Not animated, not non-animated. has anyone else gotten it? I've gotten all the other ghoul perks as a non-ghoul.
