State Office employees taking over an Area office as their “satellite office?”

What is the policy on this? We have a dozen or so employees who took high-graded positions duty stationed at our State Office (so, these are NOT remote positions) back when we could still telework, so they only had to commute 2 days a pay period to their duty station. After telework was rescinded, many of these individuals made the choice to resign or accept demotions due to having unmanageable now daily commutes.

Now, those employees who stuck it out with commuting for the past year, some of whom are now in leadership roles, have decided to take over an Area Office in another city that is NOT their official duty station as a “satellite office” in order to avoid their long commute to the State Office. So, these employees still have offices at the State Office and are also “taking over” other peoples office spaces and making people who ARE actually duty stationed at the other city move out of their established workspaces and moved to the least desirable office spaces, for example. These established employees being asked to move offices have been in their spaces for 5+ years. Also, some of the employees being asked to move are the same grade level as those seeking to displace them and some have even more seniority in terms of length of service.

What can the employees who are now being displaced do? Is there any recourse?
