Why do people deadpan “no” when I ask them for something?

I have a friend who does this. For instance, we may be sitting at a large table for a meal, and I ask them to pass the salt. They simply say “no” in a deadpan way. After a bit of time, they will pass the salt. I think they are trying to be funny, but it’s not? How do they want me to react?
