Gas Cylinder Touching Floor

Whether someone is sitting in it or not the cylinder is now touching the floor. It's gotten worse over time, I can see on the sides of the cylinder marks where the cylinder has pushed further through the stand.

For a full fix does it need the stand or the cylinder replaced or both have worn away? I know I could separate it and make an impromptu sleeve, but want to understand how to fully fix it too.
