Need answers

The reason for me writing is because nuisance of a dog, on a second floor above me... I've been living on this residence for the past 15 years... Resident above me living for the approximately 3 years... They have a dog that barks, and runs back and forth at all times... The building is from 1930's, so everything they do, it's heard like their in my apartment...
