Short naps not connecting

Advice for my 7m old who is taking very short crib naps? Transitioning to two naps but both his naps this morning were about 35 mins each. Wake at 730. Nap 1 10:30-1107. Nap 2 2:10-245. Aiming for a 3/3.25/4 schedule. What the heck do I do about bedtime tonight? Offer a third nap? He refuses to go to sleep with a less than 3 hr wake window. Are these short naps from transitioning to crib naps (vs contact/carrier) or a schedule issue?
