Silent Hill 2 Archivist glitch

Hey everyone , Got the last memo “burned note” and the achievement didn’t pop .

I am playing on new game plus , and I have the cryptic letter so I’m confused why it didn’t pop?

Followed a checklist, double checked and I have all the memos needed for the achievement in new game + so I guess it’s a bug /glitch?
