Shoddy road repairs on Roy Rodgers

I was driving to work this morning and for whatever reason I decided to drive my nicer car. As I was driving on Roy Rodger & Beef Bend some of the horrific road repairs there by the new housing development going in possibly caused damage to my car. It feels like I bent my wheels (which are quite expensive) or got a flat. I pulled off and checked and thankfully at the time I did not.

TLDR; I'm wondering who would be liable for the damage for terrible road repairs? The city, county, or the developer? This patch in particular was a new patch and caught me off guard.
