Luminous bee not producing

Hello!
I've cleaned all the sludge in the sea, and now my luminous bees aren't filling the frames. I wouldn't mind but I need more glowing pearls for the solitary bee to be thriving :(
Have I soft locked myself? Is there anything I can do?
