Pops with unreasonable needs

Hey all,
So have been paying about 250 years of Ottos now and since the beginning of the game I have had the flag present with "Pops with needs", mind I have automated all trade for now, but I am starting to dabble in it a bit. To begin with the Pop in Konstantinobel required Pepper, none of which I could stomp out of the ground or buy from any market.

So 250 years down the line I wanted to check again, now I have -47 for Tea, I cannot built any RGOs that help with Tea, in all of the markets that I can trade with there is 0 Supply for Tea anywhere, in fact there are several markets where Tea is in demand but no supply is available.

So is there anything I can do about my pops apparant unreasonable demands of goods they must have dreamt of, since they're not found anywhere in the "known" world. I find it odd that I have a flag present for 250 years of gametime for an incident I can't change the outcome of?
