How to befriend a pigeon?

Hi everyone

As you can see in my last post, a 7yo banded pigeon has been visiting me for a week and I'm looking for his owner. Meanwhile I'm considering befriending him.

I'm feeding him corn seed bc that's the only seed I got rn. He's totally chill to come into my direction to get food, but never comes closer than 2ft.

He won't let me handfeed him, instead he coos and walks away. Petting him is impossible

Could I be doing something more? Do I just need more patience?
