Has anyone successfully called in an ICE raid on your local airport queue? Asking for a friend...

Friend of mine is on vacation the last two weeks of December and planning to drive Uber for money to buy Christmas presents. I suggested he call in an ICE raid on the illegal immigrants who dominate the airport lot. Has anyone been successful in calling in ICE to clear out the queue? Any tips on how to get this done? My friend has three small children and wants to make Christmas special for them. Thanks.
