Messages did not all transfer from 15 Pro Max to 17 Pro Max

I am at my wits end. I have waited over 24 hours and done multiple sync/back ups from iCloud and many of my texts still are not showing up. It seems to be group messages with a lot of texts and have non iphone users in the group.
