ACA not starting on the 1st

Hello! I recently enrolled my child and I on November 27th for a special enrollment period due to loss of coverage. Originally, it said the plan would start on December first, but it is still saying pending. I called and the lady on the phone said it takes 2 weeks to process. Uhhh okay? How does that make sense. I’m enrolling due to loss of coverage, I don’t have 2 weeks to wait for it to kick back in. I would gladly pay the premium if I could.
