Any other federal organizations that have a restructuring of performance ratings?

I was curious if other federal departments have had a complete restructure of their performance review system. Ours has always been the categories of “Successful, Excellent and Outstanding” and recently we have been told that we are starting the “process of “normalizing” ratings in order to eliminate ratings inflation across the workforce.” Essentially, only a limited number of personnel can receive Excellent and Outstanding ratings. I wanted to know if anyone else has experienced this? I have no idea if this is just us or all across the board. Frustrating considering our months of mistreatment….
