Why does pretty much everyone say cussing isn't bad but it's generally not allowed or frowned upon in a lot of places?

Like, when you turn on the tv and flip through the channels no one is dropping f bombs. But, if you ask people on here if cussing is bad probably over 9 out of 10 people would say "no".
