Overstayed in Philippines 2 Years, Wants to Go Back to U.S.

Hi everyone!

I have a friend who moved to the Philippines from the United States with their family in late 2023, and has been there ever since.

They were born in the Philippines, as noted on their birth certificate, but they moved to the U.S. when they were very young, and have a U.S. Passport.

They have the following documents: U.S Passport Philippine Birth Certificate U.S. High School Diploma

They plan to leave soon, and I will fly over to help them, but we had some questions beforehand:

-Are they considered a dual citizen, or only a U.S. citizen? Is there a way we can check their citizenship status?

-What are all the documents they will need in order to leave? We’ve been doing research and saw people mentioning the ACR I-Card and Emigration Clearance Certificate (ECC), will they need these, or anything else?

-How long will it take to receive the necessary documents?

-Is this all done at the Bureau of Immigration?

-Can any of these be done online?

-Assuming she does have overstay fees, what’s a rough estimate of cost? I imagine it’ll be around 12k PHP give or take (500 x 24), but idk if that’s accurate. Are there any other fees we need to worry about?

-Is there anything else about the process we should know?

Any advice is appreciated! Please explain everything like I’m 5 🙏

I apologize this is so much, there isn’t much info about this available haha

We’ve tried contacting the Bureau, Embassy, etc but they weren’t thaaat much help

Thank you!
