Is the embassy in Ottawa closed?

I’m seeing the hours still as operational but I had a conversation with a Nigerian at the mall about getting a new passport cause it expired and he said it closed down. Is this true? And if so how are Nigerians in Canada applying for a new passport (not a renewal, mine expired a while ago).
