U.S. Visa Service Desk refuses to fix my MRV payment even though it didn't attach to ANY account

Hi everyone, I’m posting this because I’m stuck in a situation with the U.S. visa system, and neither VFS nor the Visa Service Desk is helping. Maybe someone here has dealt with something similar.

I attended my U.S. visa interview on 23/10 and got refused. To apply again for December, I created a new account using my second passport (I have two passports: first Palestinian, second Jordanian, and for the new application I used the Jordanian passport number ******).

While logged into this new account (email: ****@stu.najah.edu), I paid the MRV fee:

647.5 NIS (185 USD)

Paid on 6 November 2025 at 14:18

Card ending with ****7541

Merchant: DMEI TIPUL VISA USA

MRV Receipt Number: ******

Here’s the main issue:

❗The payment did NOT attach to any account

Not the old account, not the new account — nowhere. It just disappeared from the system.

I contacted the U.S. Visa Service Desk, and instead of checking technically where the payment went, they replied saying I’m “logged into the wrong account.” But this is incorrect — the payment is not in the old account, and not in the new one. They did not understand the problem.

❗I also contacted VFS

Their response was that:

The issue is not from their side,

And the problem is not from my bank either.

My bank confirmed the payment was successfully processed and approved. So the ONLY place left where the error could be is the U.S. visa system itself.

❗Why this matters

I paid the full 185 USD, and I should be able to use it. I made the payment while logged into the correct new account with the new passport. I did everything correctly, but the MRV fee simply didn’t attach anywhere, and now I cannot schedule any appointment.

❗What I need

I need the MRV payment (receipt ******), which is already paid and confirmed, to be attached to my new account (email ****@stu.najah.edu) so I can continue my application.

Has anyone dealt with a missing MRV fee that didn’t attach to any account? Is there a way to escalate this or get someone higher to fix the system error?

Any advice is greatly appreciated.

Thanks, Yousef Zouneh
