Throttle

Question for managers: AR floor was "throttled" for 18 minutes. Approx 31pickers on station. About 3 of them got approx one pod every 5 minutes. The rest had 18 minutes of TOT and will have their time coded. Who decided the 3 pickers that received the intermittent work and the 28 pickers who would get time coding? Central Flow? Pick OM? Pick AM? Pick PA?

And don't tell me the algorithm.
