Carrier Infinity Code 41

I am looking for possible missed ideas. This has been an ordeal due to the holidays.

I'm getting a Motor Fault Code 41. The motor attempts to start then dies out, and it continues through this cycle.

My HVAC guy got a new motor and still same code.

He spoke with Carrier, they determined the circuit board was the problem.

He replaced the circuit board. Still same code. He returned the motor while picking up the circuit board. Now Carrier says maybe it's the motor. He is currently out getting the motor again, but I honestly don't think it's the motor since my current motor and the new motor both acted the same.

I don't have all the information about the circuit board, but Carrier had him run some tests and the voltages weren't correct. Now the same tests show the correct voltages, but the motor is still acting the same.

Any ideas?
