Car Registration involving OEM Engine Swap

Hi all,

So I've been in the process of swapping out an engine with a new one that is essentially the exact model of (both 5SFE) and while the official site does somewhat cover this, it's quite vague or not as definitive and I've gotten multiple different answers for some reason regarding this.

Since it's an OEM replacement, can I just get the car inspected and registered WITHOUT an engineering certificate? I'll be doing all the necessary checks once it's done but I just need clarification considering I've never registered a car before and someone that I know who has, told me I need a certificate.
