can you get preceding runes from higher tier guardian raids?

like if im doing tier 7 (sonavel, gurgadeath) can i still get an epic galewind? i only have 1 (just got my first legendary galewind from it) or do i have to do the lower tier guardian raid that says it drops it? maxroll seems to imply i can get it from any guardian raid higher than the one that drops it
