New game + skill tree

I need some help here. I started new game plus without creating a manual save of my original game. I had not completed the skill tree. So now I am not getting any progression points. Will I eventually be able to unlock those skills. If I go to new alters of reflection that I did not complete in my first play through, or am I stuck? I can’t go back to my old game.
