Is it worth getting a VPN? Both for language learning and in general?

This is probably a question better-suited for one of the tech subreddits, but my main motivation is to access additional content for language learning. In addition to wanting to hear your general thoughts about VPN, both for language learning and otherwise, I have a few specific questions:

1. Can the VPN be used across devices? For example, can I use it on my TV to access Netflix from another country as well as use it on my phone and laptop?

2. Can I turn I on and off easily? For example, can I use it to access another country's Netflix, but then turn it off when I'm done so that my gf can use the standard Netflix from our country?
