[TOMT] [FILM] [EARLY ANIMATION] Stop-motion animated film from the 30s or earlier featuring cats

I could have sworn this was something well-known in the animation community, but whenever I try to search for it, nothing comes up. It's known for being a very early stop motion puppet film that was voiced. The clip I have seen is that of a male cat singing to a female cat in a tower, but it's in a language other than English (I believe it was Italian?). Every couple lines he sings "Meow, meow."
