If the NHL were to have another lockout, would/should the Stanley cup be awarded to the winner of the PWHL for that year?

From what I understand, the Stanley cup is supposed to be awarded every year and currently that pleasure goes to the NHL but if they were in a lockout, the cup would be available. Should it then go to the PWHL or should it go to the next highest mens league, the AHL? (or the CHL if the AHL is in lockout too)
