Aprilaire fresh air fan running but damper is closed?

I’m not super familiar with this system, but from what I’ve read online, the controller should open the damper if the fan runs. It’s currently pretty cold out, below my settings, but I see the green light on the control which I think means the fan is on but the damper looks like it’s set to closed. Is something broken? Why would the green light come on if the damper is closed?
