N-565 application, no photo ID

Other Forms

My father needs his certificate of naturalization as it was lost a few decades ago. All his Photo IDs have been expired for years now, and he’s not able to get anything without proof of citizenship. And no, he doesn’t have a passport as that was lost too, he hasn’t had it since he was a child anyway.

Our question is, when filing online, if he has no valid photo ID to upload, will he be denied? I read on the required initial evidence for the N-565, it doesn’t mention photo ID, but it does have a section in the application to upload one, and if you try to continue past that step without uploading a picture of an ID it just warns the process might be delayed. I just don’t want to send the application, get denied, then we basically burn $500+. Towards the end of the application there’s a section to add notes, should we just send it as is with a note explaining the situation?

I’m also aware this may be an issue once he gets a biometrics appointment.
