Mount Vernon road people

A niche question, what’s special about the O-Riley auto parts manager? My friends were talking about him and I don’t shop there so idk what’s up. I know about Elmer and other mt Vernon road things, but I don’t know this. I’m falling behind. Is there some lore behind this person?
