It was a beautiful day in the wonderful town of Waterbury! The sun was lightly showering the world with light, and the grass seemed green and bright. But suddenly, all that changed when a magic spell swept throught the entire world! It seemed to have targeted only women. Most of the women of this world seemed to have been effected by this spell, turning them all into monster girls of varying size, shapes, and forms. Some being cute, while others being intimidating.

The sudden change of these women caused them to loose their rights, as they weren't fully human anymore. Months past by of utter chaos, plenty of women being raped, beaten, and kidnapped, etc. So in order to help them re-enter society, the Government introduced a system that would protect them.
