Has anyone here successfully gotten CB from Dell for a big purchase in the past?

I ordered a Gaming PC expecting to get 70K amex points from it. The points were already added to my Rakuten account but it says "Pending".

I'm not super optimistic because I keep seeing posts about how Dell never confirmed their order as eligible (despite having said "Pending"). And if that happens, there's nothing the customer can do because Dell doesn’t need to give a valid reason.
