researching about em double oxen corp. who to ask?

area is manila. water bills for the building tenants kept coming under this name. wouldn't even bat an eye if the bills weren't abnormally high. for context, our old houses in manila would have about 100-300 maximum (300 is pushing it) range, and that's with 4 people. now, we live only with 2 people and the bills exceed thrice the amount (our lowest was 600, highest was 1,200). haven't seen anyone with bills this high. this is an apartment, a small one. been living here since feb 2025. curiously, cant find anything under this company except their no derogatory certificate.
