Can the property management company set quiet hours that are shorter than city and state ordinances?

Location: New Jersey

I recently renewed my lease and on it, the property management company changed our quiet hours from 11pm to 6am. The quiet hours for my town and the state (NJ) are 10pm to 7am. Are they allowed to do this?
