If I am on Brazil, can I gift Minecraft to someone in Venezuela?

Title. Might be a bit of a dumb question but I'm in doubt cuz some google searches tell me that they are region-locked, while others seu they are locked by country. Both countries are in the same region (South America) which implies a gift code for Brazil could be redeemed at Venezuela.

On that note (thus might sound even dumber) where do I go when I'm in the site to actually purchase MC as a gift? The guide at the minecraft page points out to a button that doesn't appear when I go there
