Changing Application Plan

So I applied to USC EA. Even if you get deferred, USC mentions that you cannot submit new information regarding ECs/Honours or new test scores. Only mid-year report is accepted after deferral.

However, between EA to RD, I feel like my application has improved a lot (new major honours I’ve won, higher impact for my extracurriculars) and let’s say I get a higher SAT score in the December SAT.

Is there any way, that after I receive my December SAT scores (Dec 20) and they are significantly higher, can I push my application from EA to RD? And if so, does that basically mean I submit my common app (now the new one) to USC again but for RD? Would I need to pay again?
