How to get license without available resources?

Hi, I'm 19 and I live in Florida. I've been trying to get my license for years and thankfully atleast got my permit around 16. I'm really anxious with driving (despite no major mistakes) and I wanted to get my license before I move out in January but I can't really practice with either of my parents for complicated reasons. Lessons are absurdly expensive but I can't really find anything outside of that. I've heard about driving instructors that teach independent from schools but I don't know if theres any in the Pinellas County area. Worst case scenario my boyfriend is more confident with driving than me so he'll have his before we move out but I just feel kinda shitty not being able to fully pull my weight other than money. I'm hoping theres resources in Oregon that will help me better but right now I feel kinda stuck.
