Do people just not shovel their sidewalks?

I am a new resident of the city. I moved here from Tucson for work, I've only been here for about half a year. I truly do not mean this in a judgmental way, but do people just not shovel their sidewalks? I'm not talking about legally, because as far as I can tell we are legally supposed to, and it's ostensibly the right thing to do, but I just spent the last 3 hours outside clearing the sidewalk around my house and felt like a total dunce doing it given that literally no one else has cleared their sidewalk. Basically, am I the stupid one here?
