is being considerate annoying?

Being new to this, I haven’t had a proper relationship yet so I kinda just see what they offer and decide if we should go from there. I normally ask what they want and they pivot onto me and when I’m like normally I go off who’s offering they my turn short tempered or block me. I just like to be considerate as much as possible, I know what I want but if I say what I want suddenly it’s “too transactional” or out of the budget so I just stick to asking the guy. Does anyone else run into this problem?
