People who have loud conversations are starting to irritating me!!!!

Especially when I’m in pack, there’s always that one person on the phone with unapproved AirPods, hiding under their hoodie or hat. I don’t really mind, but they’re so loud I can barely enjoy my music. Honestly, I’m just annoyed!!! I can’t understand how they have a conversation with the whole shift. Don’t they ever run out of things to say? Please be mindful of the people around you and keep your voice down.
