every video I watch randomly move around the window they are in

I recorded it but it wasn't showed on the recording I made, I swear its happening though, it wasn't just on youtube or anything, even on reddit the videos would move. sometimes my phone would have its video shown wrong but I assumed it was just a bug with how the screen resized to fit the devices but now its happening on the computer too.
