Shockwaves are ruining the game for me

Every time I get in a spot where I have the better position or I'm ambushing, the opponent uses a shockwave to either run away or get a better position with little skill involved. This makes the game feel unfair because I lose not out of skill, but simply the opponent had the certain item. Majority of the games I've lost was because I shoot at the opponent, they use shockwaves, spray then I die. I get shockwaves are needed in zero build for mobility but I feel like they should be turned down so it's not instantly a better position but can be used to find cover quicker. My solution? Replace shockwaves with impulse grenades.
