11 month old ragdoll boys

Hello, I have a house with two male neutered ragdolls. Lately, my one boy Charlie has been hissing a lot in front of toys. When I am around I notice it a lot lately. It appears my other boy Oliver is very vocal, walks away from Charlie and curls up in another corner of the room. Charlie doesn't have his ears back but growls and hisses at Oliver. I play with them equally, separate them and play with them. Does cat nip cause behaviours? I am concerned Charlie will harm Oliver. Looking for some advice.
