Registration inconsistency. Same company and documents different outcome.

It seems that there are multiple people analyzing registration documents with different perspectives on the rules. Some friends own a house construction company and the 2 owners applied and submitted documents. In addition one of their employee will go with them and was also signed-up. The co-founder (CEO) has a request for more documentation for the business and for proving he works for his company. The other co-owner (COO) had the business part approved but the employment portion request additional documentation. The employee was approved.

The business document sent was the same for all 3. How do founders and owner on the business registration not be approved for the employment portion?

I understand the need to confirm ties to the Consumer Electronics sector. But there has to be a better way to confirm this.
