Desire for vassals should be tweaked massively

Currently I am on my nth game as Ireland and when I ask english to become their vassal negatives outweigh positives. HOWEVER if I start a war and suggest becoming their vassal via peace offer they DO want me as a vassal (though they do not accept because of antagonism which is, obviously, absent when you become a vassal diplomatically).

This is an absurd state of affairs where big countries just don't get turned on enough by the idea of gaining a new vassal if said potential vassal does not put up some fight beforehand. Game would be better if either war desire to vassalize would be reduced, or diplomatic desire to vassalize would be buffed (personally I prefer second option)
