Question for fellow daycare owners/professionals and Parents

Hi everyone, I'm a home daycare owner and got fully licensed and officially opened this year. I'm located in MD. were allowed seven spots so 2 infants and 5 toddlers. Thankfully we got our infant seats filled. but I've been struggling to get any toddler enrollments or interactions for that matter. What did you (daycare owners) do to get more enrollments for toddlers? As a parent what do you look for in a daycare for your toddlers? any suggestions/advice is much appreciated!!!
