Mending stretched wool sweater

I have a nice 100% wool sweater that has gotten a little stretched out along the waistline and I no longer like the way it fits. I've read you can try fixing this with a spray bottle and a hair dryer, but that only seems to fix it for one wear.

Does anyone know someone in the area who can help mend this kind of thing?
