Trying to transfer H1B but finding it tough to land a job.

Been a while (1-1.5 years) as a Data Analyst. Took up two temp jobs but I'm trying best land something full-time but I'm meeting dead ends.
Recently, I managed to receive a verbal offer, but as soon as I mentioned a transfer (CoE) is required to move forward, I was met with rejection.
I would appreciate any suggestions.
