The gold that was mentioned from caravans going away?

I know there was mention of getting gold for "compensation" as long as you completed the initial quest.

What I can't seem to find anywhere is, is that a once per account thing, or is it per character?

I have two characters that have completed most of the caravan stuff, and I haven't had the chance to get on before the new maintenance.
